Does anyone know if the surname Lowe/Low is a surname associated with the Tutelo/Occaneechi/or Saponi people ?

i'm descended from A Samuel Lowe/Low who was referred to as being a Indian by Aaron Freeman who was a trader among the Catawbas, cherokees, and Creeks.
Aaron Freeman also acted as a Indian agent, and sold or deeded land to samuel Lowe around 1814 on Turkey creek in Buncombe Co. N.C. this is in the Sandy Mush area of Buncombe Co.

Some sources have referred Samuel Lowe as being a Cherokee, but some of his great grandchildren said he was a Creek Indian who setlled near the Cherokees in western N.C., and they applied for Citizenship in the Creek Nation in Indian Territory in the 1890's....

I know that in the late 1700's that Aaron Freeman operated a trading house on the yadkin River, so I'm sure he came in contact with Catawbas, Saponi, and other Siouan tribes...
And it just makes me wonder if Samuel Lowe was from one of these siouan tribes and just migrated to western N.C. following the Freeman family....
